New criteria and information requirement

The Basta system are introducing new criteria and information requirements which will enter into force 1/7- 2021. The changes apply to sensitising substances, fluorinated greenhouse gases and very persistent substances (highly fluorinated substances, PFAS). The changes concern phasing-out properties that are covered both by the Basta and Beta criteria. The background to the changes is the Swedish Chemicals Agency’s updated PRIO criteria. New requirement levels for sensitising substances
The criterion requirements mean stricter requirements for substances causing respiratory sensitisation category 1A, with a requirement limit of 0.1%, and for substances causing skin sensitisation category 1A with a requirement limit of 0.1%. Substances causing respiratory sensitisation category 1 have the same requirement limit as before but are now viewed as a phasing-out substance.
New criteria requirements for the Basta criteria:
12a. Causing respiratory sensitisation category 1A (H334) 0.1%
12b. Causing respiratory sensitisation category 1 and 1B (H334 gas) 0.2%
12c. Causing respiratory sensitisation categories 1 and 1 B (H334 solid / liquid) 1%
12d. Causing skin sensitisation category 1A (H317) 0.1%
12e. Causing skin sensitisation categories 1 and 1B (H317) 1%
New criteria requirements for the Beta criteria:
12a. Causing respiratory sensitisation category 1A (H334) 0.1%
12b. Causing respiratory sensitisation category 1 and 1B (H334 gas) 0.2%
12c. Causing respiratory sensitisation categories 1 and 1 B (H334 solid / liquid) 1%
12d. Causing skin sensitisation category 1A (H317) 0.1%
New criteria requirement for fluorinated greenhouse gases
The Basta system is introducing a new criteria requirement for fluorinated greenhouse gases with a requirement limit of 0.1%. This requirement limit applies to both the Basta and Beta criteria. The substances covered are synthetically produced fluorinated gases (F-gases) that are covered by the Montreal Protocol on Substances that Deplete the Ozone Layer, and include hydrofluorocarbons (HFCs), perfluorocarbons (PFCs) and sulphur hexafluoride (SF6) and phasing-out substances.
New information requirement for very persistent substances (highly fluorinated substances, PFAS)
The Basta system introduces a new information requirement from 0,1% for particularly persistent substances, PFAS. The Basta system uses the Product register’s definition of PFAS, which can be found in the Swedish Chemicals Agency’s regulations, KIFS 2018: 4. PFAS is a substance that in its molecule contains one or more fragments consisting of a perfluoroized carbon chain with a chain length of at least two carbon atoms 11- (CF2) n) -R2, where n> 1 and R1 and R2 are optional atoms or groups.
The information requirement entails an information notification and accounting obligation for products that contain PFAS. In future criteria a requirement limits may be implemented, but as a first step we have instead introduced the information requirement.
