The National Board of Housing, Building and Planning make a proposal regarding logbook rules for certain buildings and facilities.
The National Board of Housing, Building and Planning has been commissioned by the Government to investigate what rules should apply to the documentation of building- and construction products in new buildings and facilities and that should be collected in a logbook. With the help of the logbook, you can track the building- and construction products that are part of a building throughout their lifespan.
The information in the logbook can be used in the management, in case of possible remediation, alteration and demolition of buildings- and constructions. The logbook can promote a more efficient reuse and recycling and that the building products circulate in non-toxic and resource-efficient circuits.
The National Board of Housing, Building and Planning propose rules that are deemed to comply with existing EU law and which can be introduced in the near future. The National Board of Housing, Building and Planning, however, leave the decision when the rules should be introduced to the Government. The National Board of Housing, Building and Planning suggests that he earliest the rules should be introduced is on January the 1th, 2021.
Logbooks requirement
The National Board of Housing, Building and Planning propose that the requirements for logbooks shall apply in the construction of new buildings with certain exceptions. They proposes that buildings with a gross area of more than 1,000 square meters and installations/facilities in the form of roads with an average annual medium traffic (ÅDT) over 2,000 vehicles as well as rail, tram and subway will be subject to logbook requirements. Buildings that are exempt from the obligation to establish logbooks are the same type of buildings that are exempted from climate declaration requirements (see report under “Related Information”), and that also applies for Energy Declarations.
The developer should ensure that the logbook is established and handed over to the new owners. The owner of said construction shall ensure that the logbook is kept up to date during the life of the building- and/or construction.
The Logbooks content
The National Board of Housing, Building and Planning propose that building- and construction products that are permanently included in a construction should be listed in the logbook, with certain exceptions.
They also propose that the logbook content should include the following information about the building- and construction products:
• Article information (manufacturer, identification code, intended use)
• Date of logging
• Safety Data Sheet, for chemical products according to REACH, Article 31
• Information about the candidate substances in articles under REACH, Article 33
• Performance declaration, if the product is CE marked
• Amount
• Location (free text).

Two proposals for resource-efficient use of building materials
On 20 June 2018, the committee for Modern Building Code has handed over their second interim report on resource-efficient use of building materials, to the Government. The Committee presented two proposals:
1. Table of contents for building- and construction products
One obstacle to resource-efficient use of building products is the lack of information about the content. The Committee therefore proposes that requirements for a table of contents should be introduced in the EU Buildings product Regulation. The government should work at European level to achieve this. The table of contents for construction products facilitates the requirements definition and enables conscious choices of products and materials. It increases the prerequisites for reuse and recycling and reduces the risk of environmental and health risks being built into new buildings.
2. Promotional package for resource-efficient building- and construction materials choices in Sweden
The selection of building- and construction materials is of central importance to achieve resource efficient building materials use, as it affects the possibilities for reuse or recycling.
